PennDOT Photo ID Centers

For several years, under the auspices of UniqueSource, Lark has been responsible for two PennDOT Photo ID Centers in western Pennsylvania. Lark staffs the two social enterprises with people with disabilities who have taken your picture and issued your driver’s license or state-issued photo ID. Our staff deliver a secure, accurate product for all residents of Pennsylvania. The centers use state-of-the-art facial recognition digital photography in the creation of a photo ID. The products include driver licenses, non-driver photo identification cards, as well as Lead and Asbestos identification cards issued by the Department of Labor and Industry.

Driver’s License

When visiting a Photo ID Center for a new Driver’s License, please take your signed temporary license, and one other form of identification containing your signature.

Acceptable forms of signature identification include:

  • Pennsylvania Driver’s License or Photo ID Card;
  • Photographic ID: Military, Bank, Employee, School, Out-of-State License;
  • Documents: Passport, Citizenship or Naturalization, Weapons Permit;
  • Non-Photo: We may be able to serve you when providing: Voter’s Registration, Medicare Card, PA Learner’s Permit or Temporary Driver’s License, Vehicle Registration.

If you plan to visit one of our Photo ID Centers during a holiday, please check the PennDOT Service Center holiday schedule to see if we are open. Before heading out to one of our locations, check to see if we provide the service you need.

Photo ID Card

If you are under the age of 18 and applying for a Photo ID card, a parent, guardian or person in loco parentis must accompany you to a PennDOT Driver License Center.

Once you are on the Department of Motor Vehicle website,, select Driver Services in the header banner to open the dropdown box. Select Photo ID. On the Photo ID page select Get An ID for the procedure to follow to get your Photo ID. The Photo ID page also has the appropriate links for:

Endowment Fund

Lark’s Endowment Fund has been established to allow Lark to further our operating processes. This fund supports our mission through the income generated by the Fund’s capital investments. Lark’s General Fund contains the resources to sustain the day-to-day activities of our agency. Your donation to Lark’s General Fund ensures that funding is available for the everyday needs of the agency and the people we support.


Capital Fund

Lark’s Capital Fund contains the resources for our special projects that go beyond the day-to-day activities of our agency. This fund allows us to reach the special needs of the individuals we support through major capital purchases. Your donation to Lark’s Capital Fund ensures funding is available for major purchases for facility maintenance, programming needs and supplies, and major equipment.
